Courtney English has been named as the permanent Chief of Staff for the City of Atlanta, following his service in the role on an interim basis. Mayor Andre Dickens made the announcement, stating that English will now officially oversee operations of the Mayor’s Executive Offices, coordinate with other government entities, and manage strategic implementation of city priorities.
English has led several significant initiatives for Atlanta. He was responsible for directing the Neighborhood Reinvestment Initiative, a $5 billion plan aimed at investing in housing, infrastructure, and community development. He also played a major part in addressing homelessness by helping to implement the $60 million Homeless Opportunity Bond, which is noted as Atlanta’s largest investment to date in this area.
Under English’s leadership, nearly 12,000 units of affordable housing have been delivered through the Mayor’s Affordable Housing Strike Force over less than four years. His team worked with Invest Atlanta to open Azalea Market—the city’s first municipal grocery store—intended to improve access to healthy food and encourage neighborhood growth.
English contributed to rapid housing projects such as The Melody and Ralph David’s House and was involved in shaping Mayor Dickens’ Year of the Youth initiative. This program has provided expanded opportunities and support systems impacting more than 30,000 young people across Atlanta.

I am equally pleased to appoint Greg Clay and Gabrielle Slade as Deputy Chiefs of Staff. Their extensive expertise and proven records of service will strengthen the Executive Office and ensure continuity in delivering results for our city.”
Greg Clay will serve as Deputy Chief of Staff after previously acting as Executive Director of Constituent Services since February 2023. Clay brings experience from nonprofit management, community advocacy, and public administration roles across five municipalities including East Point and College Park. In his last position he improved engagement strategies with communities, enhanced customer service outcomes, and increased resources for seniors, youth, and vulnerable groups. Clay holds degrees from Florida A&M University (Business Administration) and University of Kansas School of Public Affairs (Master of Public Administration). He has received several awards recognizing his service.
Gabrielle Slade is also appointed Deputy Chief of Staff after serving most recently as Deputy Chief Equity Officer in the Mayor’s Office of Equity, Diversity, and Inclusion. Over her 19-year career with Atlanta’s city government she held senior positions across departments including legislative affairs—where she represented Atlanta before legislative bodies—and led planning efforts that resulted in national accreditation for Parks and Recreation.
Slade graduated from Spelman College and is recognized for her policy work and ability to build consensus among different stakeholders.

A national search is ongoing for a new Chief Policy Officer who will report directly to English in his new role.
